- 2 tablespoons balsamic vinegar (preferably aged)
- 1 teaspoon Dijon mustard
- 1/2 teaspoon garlic powder

Instructions
- Cook the tortellini in a large pot of salted boiling water according to package instructions until they float (about 3-5 minutes). Drain and let cool.
- While the tortellini cools, prepare the vegetables: halve the cherry tomatoes, dice the cucumber, and chop the red bell pepper.
- In a small bowl, whisk together olive oil, balsamic vinegar, Dijon mustard, garlic powder, salt, and pepper until smooth.
- In a large bowl, combine cooled tortellini with vegetables and torn basil. Pour dressing over the salad and gently toss until well combined.
- Cover and chill in the refrigerator for at least 30 minutes before serving.
